FIU police nab student accused of sending explicit videos, arranging meetup with person he thought was 15

MIAMI-DADE COUNTY, Fla. — A 20-year-old student was arrested over the weekend after Florida International University police said he sent sexually explicit videos and arranged to meet someone he believed was a 15-year-old boy at his dorm room at FIU’s Modesto A. Maidique Campus.

Jose Pablo Inostroza-Ibanez was arrested Sunday on charges of using a computer to seduce/solicit/lure a child to engage in sexual conduct, using a computer to travel/meet a minor in/out of state, attempted lewd and lascivious assault on a child and harmful electronic transmission to a minor.

According to an arrest report, on Aug. 28, an independent adult investigator, who was not working at the direction of FIU police or any other law enforcement agency, created or operated an online persona, posing as a 15-year-old.

The investigator was using the dating app Grindr when Inostroza-Ibanez contacted the account, authorities said.

Investigators said Inostroza-Ibanez was told during the online conversation that the person he was communicating with was 15 years old, but he continued the conversation anyways.

According to the report, the conversation eventually moved from Grindr to Snapchat, where the exchanges became sexual in nature.

Police said Inostroza-Ibanez sent sexually explicit material to the account, including two videos in which he exposed himself. The report states that the videos were sent after he had been told the person was 15.

Authorities said the conversations eventually progressed toward arranging an in-person meeting.

According to the report, the person posing as the teenager discussed traveling to Inostroza-Ibanez’s residence. Inostroza-Ibanez allegedly said he lived alone at FIU’s University Apartments dormitory, and gave instructions about how to access the location.

As the purported teenager indicated he was traveling by Uber, Inostroza-Ibanez allegedly remained in contact about his arrival, offered to meet him outside and provided additional information about accessing the property, according to police.

The independent investigator then arrived at the location while posing as the teenager, the report stated.

According to the report, it was at that point that Inostroza-Ibanez learned the person he had been communicating with was actually an adult investigator.

FIU police responded and reviewed the electronic communications, which investigators said showed Inostroza-Ibanez had been informed the person was 15 before continuing the conversations, sending the explicit videos and participating in plans for the meeting.

Inostroza-Ibanez was then read his Miranda rights and interviewed by an FIU police detective, the report stated.

During that interview, authorities said Inostroza-Ibanez acknowledged that he knew his conduct was wrong.

He was then arrested and transported to the Turner Guilford Knight Correctional Center.

As of Tuesday morning, Inostroza-Ibanez was being held at the Metrowest Detention Center on a $2,500 bond.
